Steven Peterson Top Contributor: I have used the third edition as a textbook before in my class on Policy Analysis. It has worked pretty well, too. Students are able to work with it and learn key elements about the policy process. The first part of this text examines the context in which public policy decisions made by orocess to address problems occurs. Next, the stages of the policy process are discussed–from problem definition to agenda setting to decision making and policy design to policy implementation and policy learning.
A couple questions here: Why no discussion of program evaluation? Why no discussion of program termination in much detail? But I don’t see these as major issues. I have assigned the third edition as a text and I will also do so for the fourth edition. The final chapter compares several introductipn of the policy process, to good effect. Overall, a fine text.
I’m a grad student and we’re using this text book.
I feel like it was written for an alien who knows nothing about how humans work. I found I learned very little from it and that most of the time, I felt like I was reading, “Water is wet,” over and over.
It didn’t seem to organize the information well, either, giving pooicy ton of attention to some areas, giving virtually none to others, and mixing up the order of the headings. What were made headings should have been subheadings, and some chapters only had 1 main heading, which made everything under it the polich of a brick.
If you missed social studies classes throughout elementary school, this will catch you up.
An Introduction to the Policy Process
But pdocess that is as far as it goes. Since most people have only learned about the three branches of government, they may not be certain how passed laws are enacted. Lacking the time and expertise needed to implement these laws, legislators at the federal, state, and local levels delegate authority to agencies to make the policy which will implement these laws. The chief benefit of this text is the qualitative approach which Birkland personally prefers although he does warn that other approaches use an economics-based approach and clear explanations.

It also contains an annotated bibliography of influential works and a dictionary of key terms used in the public policymaking process. Birkland’s text is written so that it can be used either by students or public policy practitioners.
Instead of bogging down the reader in minutiae and personal liberty, he wanted to emphasize how important public policy is. Interesting subject matter, plenty of illustrations, graphs and visuals. Not entirely dry so is easy to read also. One the best text books I have ever owned! It came a feat early, which was good since my class started that same day. Unfortunately it has 4 pages missing.
The book cover is also really dirty. Was disappointed since I paid probably 10 less thank the price of a clean, brand new book. Birkland’s book, “An Introduction to the Policy Process,” has made its way into many introductory classes to public policy. After reading the book, one can see why that’s so: However, I found this book to be a little redundant in some areas, and a bit shallow in others.
Over all, it’s a good book to skim through when learning about public policy, though I’m certain you could find other books that give you more information for the same money. So, we come to the question of the day: If you have to buy it for class, then yes, you should buy this book. It’s cheap enough and will require much highlighting, and you won’t be too disappointed with it If you don’t have to buy this book, then I believe you’re better off looking at other public policy texts out there.
It’s a good introduction, but doesn’t really get into the issues and uses quite simple writing. However, the book includes some good case studies. The product came in perfect condition, and arrived quickly.
